Title

Health and Human Services Agency, Community Services Division, recommending the Board:

1) Approve and authorize the Chair to sign, retroactive since July 1, 2016,  Amendment I to Agreement for Services 240-M1510 with County of Plumas, serving as the Host Entity, extending the term through June 30, 2017, and increasing the maximum contractual obligation by $60,000 for Fiscal Year 2016/17.  This agreement establishes Plumas County as the Host Entity for the County-Based Medi-Cal Administrative Activities (CMAA) or Targeted Case Management (TCM) program.  As the Host Entity, County of Plumas serves as the administrative hub for CMAA/TCM program activities and collects/disburses participation fees for the Counties who participate in the Local Government Agency Consortium for CMAA/TCM;

2) Authorize the Chief Administrative Officer, or designee, to execute further documents relating to Agreement for Services 240-M1510, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management; and

3) Further authorize the Director of the Health and Human Services Agency, or designee, to administer Agreement 240-M1510 and execute any subsequent documents relating to said Agreement including required fiscal and programmatic reports.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Amendment I to Agreement 240-M1510 with County of Plumas, to ensure the ongoing participation of the County in the Local Government Agency (LGA) Consortium for County-Based Medi-Cal Administrative Activities (CMAA) or Targeted Case Management (TCM) activities.

 

DISCUSSION / BACKGROUND:

The California Department of Health Care Services (DHCS) is responsible for administering the California Medi-Cal Assistance Program, of which CMAA or TCM are components.  The State enters into cooperative arrangement with LGAs to ensure the appropriate administration of CMAA and TCM, with an objective to assist eligible Medi-Cal recipients in gaining access to needed medical, social, educational, and other services.   The County of El Dorado LGA may claim Medicaid matching funds for assisting the State in the proper and efficient administration of the Medi-Cal Program.  HHSA acts as the liaison for receipt of CMAA and TCM revenues for the County and has been participating in these programs since 1998.

 

Pursuant to Welfare and Institutions Code Section 14132.47(m), LGAs participating in CMAA and TCM are required to pay an annual participation fee through a mechanism agreed to by the State and the LGA Consortium.  The current agreed-to mechanism assigns administrative and fiscal intermediary duties between the State and all participating LGAs to a host entity county.  Beginning July 1, 2014, the County of Plumas became the designated CMAA/TCM host entity.

 

This Amendment I to the Agreement is retroactive to July 1, 2016 due to the late receipt of the Amendment.  The Amendment was received from the County of Plumas on June 30, 2016 and immediately processed for the earliest available Board date.

 

ALTERNATIVES:

Disapproval of Amendment I to Agreement for Services 240-M1510 would result in the termination of the Agreement and discontinuation of the County’s ability to participate in the CMAA or TCM components of the California Medi-Cal Assistance Program

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient revenue and appropriations were included in the fiscal year 2016-17 budget.

1) Clerk of the Board to obtain signature of Chair on two (2) original Amendments I to Agreement for Services 240-M1510.

2) Clerk of the Board to return one (1) fully executed Amendment I to the HHSA Contracts Unit at 3057 Briw Road.
