2) Authorize the Sheriff to sign Amendment II to Agreement 056-M1510, which establishes the Fiscal Year 2016/17 billing rates for Intrastate Transportation of prisoners.

DEPARTMENT RECOMMENDATION

Sheriff’s Office recommends the Board approve the requests. Los Angeles County can provide prisoner transportation at a much lower cost than it would cost for the El Dorado County Sheriff’s Office to transport these prisoners.

 

DISCUSSION / BACKGROUND

Persons are frequently arrested or detained in jurisdictions throughout the State of California on the authority of warrants issued from El Dorado County. The El Dorado County Sheriff’s Office (EDSO) is responsible for the transportation of these prisoners from the location where they are in custody to El Dorado County. This process involves considerable cost.

 

The Los Angeles County Sheriff’s Department (LASD) operates a statewide prisoner transportation system with scheduled weekly trips throughout the State of California.  The Sheriff contracts with Los Angeles County for the transportation services by the LASD in or around the State of California, and in or around El Dorado County. 

 

Pursuant to paragraph 7.3 of Agreement 056-M1510, billing rates will be adjusted each Fiscal Year and an Amendment will be processed. Last year, Amendment I was not taken to Board for acceptance and approval. This error was caught when Amendment II was received by EDSO. EDSO is now asking that the Sheriff’s signature on Amendment I be ratified, and authority given for the Sheriff to sign Amendment II.

 

ALTERNATIVES

Without this service, EDSO would have to pay staff salary and overtime costs to provide inmate transportation throughout the State of California. Salary savings will exceed the amount of this contract.

County Counsel and Risk Management Approved.

Approve as recommended.

 

FINANCIAL IMPACT

No Change to Net County Cost. These services are already budgeted in the EDSO Fiscal Year 2016/17 budget.
