DEPARTMENT RECOMMENDATION

The Sheriff’s Office recommends signing the documents to continue using the Fort Jim Road property as the Search and Rescue office for a five-year period with reasonable rent and operational costs.

 

DISCUSSION / BACKGROUND

Since 1996, the Sheriff’s Office has been operating its Search and Rescue program at the Fort Jim Road property through a Facility Use Agreement with the El Dorado County Fire Protection District as part of its outreach program to the outlying areas of the County.  This property has served as both a sworn staff and volunteers’ office for the purposes of conducting County business, servicing and maintaining equipment, storing medical supplies, facilitating training classes, holding meetings and conducting various other Search and Rescue operations.

 

The BLM, owner of this property, has agreed to offer a lease program directly to the County in the total amount of $24,029 with the incentive option of purchasing the property at the end of the five year lease. 

 

This contract has taken time to be brought to the Board for approval due to delays in removing the El Dorado County Fire District from the original lease with BLM of which El Dorado County was a sub-lessee, getting the lease documents in El Dorado County's name, the Sheriff's Office requesting for a reduction in the term of agreement and allowing El Dorado County Counsel adequate time to review the documents at each point of draft revision.

FINANCIAL IMPACT

No impact to Net County Cost. Rental and related expenses have been budgeted in the Sheriff’s FY 2016/2017 operational budget, and will continue to be budgeted in future years’ budgets.
