Community Development Agency (CDA), Administration and Finance Division, recommending the Board retroactively provide grant award acceptance of Letter Amendment, Amendment 1, to Federal Aviation Administration (FAA) Grant Agreement 3-06-0188-014-2012 in the amount of $51,139 pertaining to the construction of the Placerville Airport Habitat/Security Fence and Gates Project, Capital Improvement Program Project 93124 (Fence Project), and the design of the Placerville Airport Crack Seal and Remark Runway 5-23, Taxiways, Aprons and Taxilanes Project, Capital Improvement Program Project 93129 (Crack Seal Project).
DISCUSSION / BACKGROUND
In 2012, the then Department of Transportation received a Grant from the FAA in the amount of $699,480 for the two above-mentioned Projects for associated airport construction and design improvements at the Placerville Airport.
During construction of the Fence Project, several change orders were required, which led to an increase in the construction cost. The FAA also required the County to prepare an additional environmental document and to perform updates to the Airport Layout Plan. Additionally, outdated cost estimates due to the length of time between execution of the Grant and the design of the Crack Seal Project resulted in further unanticipated costs.
Accumulated Capital Outlay (ACO) funds were initially budgeted and used to cover the additional costs for both Projects; however, during the Grant closeout process, the FAA allows local agency sponsors to request grant amendments for up to an additional 15% of the original grant amount. Now that the Projects are complete, a request for additional funding was made to the FAA. The final cost for the Projects is approximately 7% over the original Grant amount.
When granting additional funds for a project, the FAA issues a Letter Amendment that does not require signatures of the grant recipient. CDA received the FAA’s Letter Amendment, Amendment 1 (Attachment 4A), approving the $51,139 increase to the Grant Agreement on August 23, 2016. All other terms and conditions of the original Grant remain unchanged.
ALTERNATIVES
The Board could choose not to approve receipt of the additional Grant funds. If the Board takes this action, the ACO fund will not be reimbursed in the amount of $51,139.
