DEPARTMENT RECOMMENDATION
Probation Department recommending the Board receive and file an amended copy of the annual Juvenile Justice Crime Prevention Act (JJCPA) Progress Report for El Dorado County’s Community Alliance to Reduce Truancy (CART) Program for Fiscal Year 2015/2016.
DISCUSSION / BACKGROUND
On May 05, 2015, the Board approved the submittal of the Probation Department's re-application and plan to the BSCC for continued funding of the CART Program from the JJCPA (14-0574 v.2, Item No. 17). Subsequently, BSCC received our application package and gave final approval for funding on June 15, 2015.
In review, one category was later found to meet or exceed the outcome measures, bringing the total to seven of eight Outcome Measures met. An amendment to the Progress Report Outcome Comments has been submitted to the Board of State and Community Corrections (BSCC).
Program effectiveness is measured by eight standards: arrest rate, completion of probation, incarceration rate, rate of completion of restitution, rate of completion of court-ordered community service, probation violation rate, grade point average, and unexcused class absence rate. For the fiscal year ending June 30, 2016 outcomes are detailed in the attached report.
The statute governing the JJCPA is Government Code Section 30061(4)(E)(i) which requires the following: “Each county or city and county shall report, beginning October 15, 2002, and annually each October 15 thereafter, to the county board of supervisors and the Board of State and Community Corrections, in a format specified by the Board (BSCC), on the programs funded pursuant to this chapter and program outcomes as specified in subparagraph (C).”
