DEPARTMENT RECOMMENDATION

Probation Department recommending the Board authorize the Chief Probation Officer to execute and submit the Grant Agreement #411-15 (EDC #236-O1611, AMDT I) with BSCC. The second year term of the agreement is for one (1) year 10/01/16-09/30/17 and the anticipated funding allocation is $149,985.00. The grant period is a total of four (4) years with continued funding for the second, third, and fourth year contingent on the availability of funding and compliance with all Title II program requirements.  As set forth in the funding application the Board of Supervisors must approve and sign a Resolution.

 

Probation also recommends the Board approve a Budget Transfer in the amount of $136,350.00 recognizing FY 2016/17 grant revenue and expenditures.

 

DISCUSSION / BACKGROUND

On July 8, 2015 El Dorado County Probation Department submitted to BSCC an application for the Title II Delinquency Prevention and Intervention Grant Program.  El Dorado County Probation Department, in partnership with New Morning Youth & Family Services and Tahoe Youth & Family Services, focuses Title II efforts on the design and implementation of an aftercare and reentry system for youth transitioning from the West Slope Juvenile Hall and the Juvenile Treatment Center in South Lake Tahoe back to their home communities. To reduce recidivism, promote long-term reentry success, and improve the quality of life for participating youth, the project provides a continuum of supervision and support services including: needs assessment for at-risk in-custody; youth counseling and supportive services while in custody; comprehensive transition plans prior to release; timely and accurate information to community providers; and ensuring youth are connected to, and enrolled in, supportive services in their communities upon release.

 

On October 6, 2015, El Dorado County Probation Department received notification from BSCC that the proposal was successfully accepted and provided direction to complete the Grant Award Agreement in order to receive funding.

 

The Juvenile Justice and Delinquency Prevention (JJDP) Act of 2002 reauthorized the Office of Juvenile Justice and Delinquency Prevention (OJJDP) to administer the Title II Formula Grants program, which supports State and local delinquency prevention/intervention efforts and juvenile justice system improvements. Programs administered under this funding stream support State and local efforts in planning, operating, and evaluating projects that seek to prevent at-risk youth from entering the juvenile justice system or intervene with first-time and non-serious offenders and to provide direct services that maximize their chances of leading productive, successful lives.

 

As the designated State agency that distributes funds under the federal Title II Grant Program, the BSCC is distributing to qualified agencies/organizations, grant funds to implement projects that reduce juvenile offending.    A total of $2,640,000 in Title II local assistance funding is available statewide; this funding is to cover grant contracts with awardees for a 4-year project period. Funding threshold for a Small County Population < 200,000 is up to $150,000 annually.  The Title II Program has no match requirement.  Successful proposals are funded for a 4-year grant period, the first year of which will commence October 1, 2015 and end on September 30, 2016. A non-competitive reapplication process for continued funding will be issued for the second year (October 1, 2016 - September 30, 2017), the third year (October 1, 2017 - September 30, 2018), and the fourth/final year (October 1, 2018 - September 30, 2019). Continued funding for the second, third, and fourth years are contingent on the availability of funding and compliance with all Title II program requirements.

 

The  goal  of the  Title  II funding  is  to  develop  a 4-year  plan  allocating monies  to  provide integrated services between county departments and community-based organizations to serve youth collaboratively who are at-risk or system-involved for reducing recidivism and increasing positive quality-of-life outcomes.

 

This opportunity requires system-reform and supports the engagement of agencies/organizations in long-term infrastructure development for the purposes of enhancing services to at-risk and system-involved youth.  It is designed to equip these organizations with the tools and resources needed  to  provide  leadership  in  developing  and/or  strengthening  direct  service  activities. BSCC will award funds to participate in the Title II Juvenile Delinquency Prevention and Intervention Grant for the first of four 12-month periods/phases in the following increments.

Year 2 - Monitor and Sustain

Year 3 - Monitor and Sustain

Year 4 - Evaluate and Sustain

FINANCIAL IMPACT

The first year of the four year grant was federally funded in FY 2015/2016 for $149,985. The second year, FY 2016/2017 will again be for $149,985, requires no county match and will not increase the Department’s FY 2016/2017 Net County Cost. The attached budget transfer will increase grant revenue and expenditures by $136,350.00 The balance of the grant, $13,635 for administrative overhead (capped at 10% of grant award), is not identified in the budget transfer since it is unknown at this time how much will be realized based on actual grant expenditures for the year. Any administrative overhead received will result in a reduction to NCC at fiscal year-end.
