Health and Human Services Agency (HHSA), Community Services Division, recommending the Board:
1) Approve and authorize the Chair to sign Amendment 1 to Agreement for Services 025-F1611 with Del Oro Caregiver Resource Center, to enable HHSA’s Senior Day Care to receive reimbursement for respite services provided to Del Oro Caregiver Resource Center clients, for the term ending June 30, 2018; and
2) Delegate authority to the HHSA Director to execute, on behalf of the County, additional documents related to this revenue-generating Agreement, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommending the Board approve and authorize the Chair to sign Amendment 1 to Agreement for Services 025-F1611 with Del Oro Caregiver Resource Center, to receive reimbursement for respite services provided to Del Oro Caregiver Resource Center clients who attend HHSA’s Senior Day Care services. Approval of this amendment will enable HHSA to receive reimbursement for respite services at a rate consistent with the recently adopted fee structure.
DISCUSSION / BACKGROUND
Del Oro Caregiver Resource Center has contracted with County of El Dorado’s HHSA since 2012 for the provision of respite services through HHSA’s Senior Day Care services. Del Oro Caregiver Resource Center pays HHSA a daily fee that allows their clients to attend Senior Day Care, thus providing the clients’ caregivers a brief break from their caregiving duties. The caregivers drop their family members off at HHSA’s Senior Day Care, where clients enjoy activities such as crafts, live entertainment, physical activity, and a nutritious meal.
The Board of Supervisors Policy A-6, “Grant Applications,” establishes the Board of Supervisors as the sole authority for accepting grant awards and approving grant agreements. In accordance with this policy, HHSA annually presents funding/revenue agreements, grants, and other funding allocations to the Board for Approval.
On April 28, 2015, the Board adopted Resolution 064-2015, which delegated authority to the HHSA Director, on behalf of the County, to accept funding from sources previously approved by the Board and to execute funding agreements and amendments thereto, related to those funding sources through June 30, 2016 (File 15-0412, Item 17). Included on the list of approved funding sources was Agreement for Services 025-F1611 with Del Oro Caregiver Resource Center. Accordingly, on June 30, 2015, the HHSA Director executed Agreement for Services 025-F1611 with Del Oro Caregiver Resource Center (see Attachment C).
On April 19, 2016, HHSA presented and the Board adopted revised Resolution 064-2016 (File 15-0412, Item 8). Revised Resolution 064-2016 did not include Agreement for Services 025-F1611 with Del Oro Caregiver Resource Center.
On September 13, 2016, the Board adopted Resolution 148-2016 (File 16-0805, Item 33), which incorporated a fee structure for the Senior Day Care program. Resolution 148-2016 establishes a single day rate of $58/day for clients of the Senior Day Care program, effective October 1, 2016. The updated fee schedule required an amendment to Agreement for Services 025-F1611, to incorporate the new fee-for-service for the Senior Day Care program. HHSA will invoice Del Oro Caregiver Resource Center for the new fee, effective upon approval and execution of Amendment 1 to Agreement for Services 025-F1611.
ALTERNATIVES
Disapproval of Amendment 1 to Agreement for Services 025-F1611 will result in HHSA charging an incorrect day fee for clients accessing Senior Day Care services.

FINANCIAL IMPACT
There is no Net County Cost associated with this revenue-generating Agreement. Sufficient appropriations were included in the fiscal year 2016-17 budget, and will be included in future budgets for the term of the Agreement.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) Clerk of the Board to obtain signature of Chair on two (2) original Amendment to Agreement for Services 025-F1611.
2) Clerk of the Board to return one (1) fully executed Amendment to the HHSA Contracts Unit at 3057 Briw Road.
