DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board accept funding offered by the California Department of Public Health (CDPH) to provide prevention and control activities of sexually transmitted diseases.  HHSA is also recommending the Board delegate authority to the HHSA Director, on behalf of the County, to accept funding and execute any amendments and other related documents to the Grant Agreement.

 

DISCUSSION / BACKGROUND:

HHSA received Grant Agreement (Agreement) 16-10712 (County Agreement Number 302-F1711) from CDPH for the purpose of implementing public health activities to proactively address sexually transmitted diseases (STD) with an emphasis on the prevention and control of infectious syphilis, congenital syphilis gonorrhea, and chlamydia trachomatis infection.  The funding is for Fiscal Year 2016-2017 with a provision in the Agreement that the appropriation can be expended or encumbered until June 30, 2019.

 

Further activities required of HHSA personnel include implementation of case-based surveillance; assurance of timely access to quality clinical services; verification of appropriate STD treatment; investigation of reported cases, unusual diseases or outbreaks; identification of a STD patient’s sexual network contacts and referral for examination and/or treatment to prevent further disease transmission.

 

Should CDPH issue any amendments to the Agreement, the HHSA Director will have authority accept funding and execute any amendments, after approval by County Counsel and Risk Management.  These documents are often received late and with short approval and processing deadlines from the granting agency.  Without this authority, the lengthy County approval process can result in a reduced level of service or additional cost to other funding sources, including General Fund, to sustain the affected program’s operation until the amendment is approved.

 

ALTERNATIVES:

Should the County not accept these funds, the information derived from case management and the tracking of the occurrences will be less rigorous and could lead to gaps in information used by epidemiologists and others in the Public Health community.

Concurrence by County Counsel and Risk Management.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations are included in the Fiscal Year 2016-2017 Budget and for the term of the Agreement.
