DEPARTMENT RECOMMENDATION

Chief Administrative Office, Parks Division recommending the Board consider the following actions pertaining to the Initial Study/Mitigated Negative Declaration for the Henningsen Lotus Park Improvements Project:

1)  Adopt the California Environmental Quality Act Mitigated Negative Declaration;

2)  Adopt the Mitigation Monitoring and Reporting Program ( Appendix A of the Initial Study/Mitigative Declaration); and

3)  Approve the Projects as described in Section 3.5 - Project Components of the Henningsen Lotus Park Improvement Project Initial Study/Mitigative Declaration as funding becomes available.

 

The recommended Board actions are based on the following findings:

 

A) The CEQA document is on file with the Clerk of the Board and was prepared pursuant to Public Resources Code §21000 et seq., and the State CEQA Guidelines.

 

B) There is no substantial evidence that the Project, as mitigated, will have a significant effect on the environment.

 

C) The MND for the Project reflects the lead agency’s (County's) independent judgment and analysis.

 

DISCUSSION / BACKGROUND

The 2004 El Dorado County General Plan, Parks and Open Space Element directed the County to develop a Parks and Trails Master Plan (Master Plan) for the west slope area of El Dorado County.  A Master Plan was completed and approved by the Board on March 27, 2012, Agenda Item #12-0289.  In response to the Master Plan a comprehensive Henningsen Lotus Park (HLP) Conceptual Master Plan (Concept Plan) was developed with further community input for HLP.  The Concept Plan was approved by the Board in 2014 (Legistar #13-0021) and over 20 potential proposed improvements to HLP were identified.  From the outlined improvements in the Concept Plan, a subset of 11 improvements for HLP were identified for potential implementation by the County of El Dorado over the next 10 years, in anticipation of future grant or other funding opportunities. 

 

The attached Improvements Project and the associated Initial Study/Mitigated Negative Declaration (IS/MND) have been prepared and are presented to the Board for approval.

 

Project Objective:  The adopted Concept Plan identified potential project improvements for HLP by engaged community members and park visitors.  The Concept Plan identified over 20 proposed park improvements.  The purpose of this environmental analysis is to clear the development of a subset of 11 proposed projects outlined in the Concept Plan.  These 11 improvements (Proposed Project) were identified by the County of El Dorado and are targeted priorities for potential implementation.  Development of the Proposed Project would provide additional park and recreation facilities within HLP based on the need identified in the Concept Plan.

 

Comments:  During the thirty (30) day public comment period, comments that were received were forwarded to Foothill Associates and are included in Attachment B.

 

ALTERNATIVES

If not approved the projects will not move forward.
