DEPARTMENT RECOMMENDATION

Community Development Agency, Environmental Management Division (EMD), recommending the Board consider the following:

1) Accept a grant award in the amount of $39,049 through the California Beverage Container Recycling and Litter Reduction Act, from the California Department of Resources Recycling and Recovery (CalRecycle) City/County Fiscal Year (FY) 2015/16 Payment Program; and

2) Delegate authority to the Community Development Agency Director, or designee, to execute all reports and associated documents necessary to secure and expend the funds for the purpose of implementing the CalRecycle City/County FY 2015/16 Beverage Container Recycling Grant Payment Program.

 

DISCUSSION / BACKGROUND

In accordance with Board of Supervisors Policy A-6, the Board is the sole authority for accepting grant awards and approving grant agreements.  After acceptance of a grant award and approval of the grant agreement, the Board may delegate authority to execute all documents including, but not limited to, the grant funding agreement, amendments, requests for payment, reports, and all associated documents necessary to secure and implement the approved grant payment program.

 

Pursuant to Public Resources Code Section 14581(a)(3)(A) of the California Beverage Container Recycling and Litter Reduction Act, CalRecycle is distributing funds for FY 2015/16 to eligible cities and counties specifically for beverage container recycling and litter cleanup activities.

 

EMD submitted a Funding Request Certification to CalRecycle in the amount of $39,049 in May, 2016 (Attachment A).  This grant program is an entitlement program and does not have an associated grant agreement.  The Funding Request Certification is the only document necessary to apply for and receive grant funds.  The grant program requires reporting for all expenditures. 

 

The award will be used to purchase a new litter abatement truck and accessories to replace a truck that is 13 years old and has over 120,000 miles.  Funds will also be used to purchase educational stickers, signs, and window clings with the County’s recycling logo printed on them for distribution to businesses to help promote Assembly Bill 341 Mandatory Commercial Recycling requirements.     

 

Each county is eligible to receive a minimum of $10,000, or an amount calculated by CalRecycle on a per capita basis, whichever is greater.  The per capita calculation is based upon the population as of January 1, 2015, in the unincorporated area of each county.

 It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change in Net County Cost.  Funds from this CalRecycle entitlement program are already programmed in the adopted FY 2016/17 budget for EMD.  No matching funds are required for this grant payment program.
