DEPARTMENT RECOMMENDATION

Probation Department recommending the Board approve and authorize the Chair to sign Amendment I to Agreement for Services No. 040-S1611 with J Wyatt Consulting Inc., to;

1.) Update the name from Julie Wyatt, dba J. Wyatt Consulting to J Wyatt Consulting, Inc.; and

2.) Include an additional scope of service that would provide juvenile data analysis services for the Probation Department.

DISCUSSION / BACKGROUND

The CCP Executive Committee initially approved funding for 1 FTE Sr. Department Analyst in the Public Safety Realignment Implementation Plan "Third Year" update in FY 2013-14.  The position was assigned to the CAO's Office to support the CCP and AB 109 Realignment programs to include research and data collection/analysis, administrative/ management program support and legislative research.  This position was filled and resided in the CAO's office until the incumbent resigned in December 2014. 

 

On February 25, 2015, the CCP Executive Committee approved replacing the 1 FTE Sr. Department Analyst with consultant services under the administration of the Probation Department.  Utilizing a consultant will allow the CCP to determine the appropriate level of service needed into the future and whether a full-time limited term position is appropriate. 

 

On July 14, 2015, the Board approved and authorized the Chair to sign Agreement No. 040-S1611 with Julie Wyatt, dba J. Wyatt Consulting, to provide consultant and data compilation services for the Community Corrections Partnership (CCP) as approved on February 25, 2015 by the CCP Executive Committee.  The agreement was for a three (3) year term expiring July 13, 2018, for an amount not to exceed $375,000 for all three years subject to funding through the CCP annual AB 109 approved budget.

 

Early 2016, Probation fully implemented a 4th generation risk and needs assessment tool.  The addition of the Juvenile data analysis will assist the department in making data-driven decisions for supervision strategies based on risk and needs of the juvenile offender.  With two major software systems in place for juvenile probation, data is becoming more significant and accessible.  The consultant will also assist the department with quality assurance plan for software systems, reviewing policy and practices, along with training as needed.

Approve as recommended. 

 

FINANCIAL IMPACT

No fiscal impact or change to Net County Cost, the CCP has approved this appropriation in the FY 2016-17 AB 109 recommended budget. Board of Supervisors approved 08/02/16 16-0607. Approved in the Probation Department’s FY 16/17 Budget for Juvenile Services
