DEPARTMENT RECOMMENDATION
Air Quality Management District recommending the Board, acting as the AQMD Board of Directors, approve and authorize the Chair to sign a budget transfer allowing the transfer of Carl Moyer Memorial Air Quality Standards Attainment Program funds distributed by the California Air Quality Resources Board (CARB) into a segregated special revenue fund.

DISCUSSION / BACKGROUND
CARB is currently drafting new Carl Moyer Program guidelines as required by Senate Bill 513. These guidelines will be followed for all projects funded by FY17-18 and subsequent years' Carl Moyer funds. Chapter 3, Section K-1 of the draft guidelines requires that "Carl Moyer Program funds must be accounted for as separate funds within the district's general ledger following generally accepted accounting principals. A district receiving a total allocation of 1 percent or more of all Fiscal Year 2016-17 Carl Moyer Program funds must use a Special Revenue Fund for Moyer funds accounting."

The Auditor/Controller has approved and created a new index code and unique special revenue subfund for this funding. The attached budget transfer will allow the Air Quality Management District to transfer the Carl Moyer Program funds it received in FY 2016-17, along with the accrued interest on this funding, to the new index code/subfund in order to comply with anticipated CARB guidelines. Future funds received from CARB for Carl Moyer projects will be deposited into this subfund.
