DEPARTMENT RECOMMENDATION

Community Development Agency (CDA), Transportation Division (Transportation), recommending the Board approve and authorize the CDA Director to sign Application for Federal Assistance SF-424 (Application SF-424) and the resulting Modification to the United States Forest Service (USFS) Domestic Grant 13-DG-11051900-029, which will increase the current Grant total of $2,238,226 by $30,312.76, for a new Grant total of $2,268,538.76.

 

Transportation requests that the Board approve the increase to the Grant and authorize the CDA Director to sign Application SF-424 and the resulting Modification document to formalize and acknowledge the increase in funding.

 

DISCUSSION / BACKGROUND

On July 23, 2013 (Item 10), the Board accepted $1,555,000 in Grant funds from the USFS under Domestic Grant 13-DG-11051900-029 (Grant).  On August 30, 2016 (Item 20), the Board accepted an additional $683,226 in funds amending the Grant to a new total of $2,238,226 (USFS Modifications 3 and 4).

 

USFS Domestic Grant 11-DG-11051900-031 expired on October 15, 2016, with $30,312.76 remaining in Grant funds.  Transportation staff submitted a letter request to the USFS on March 1, 2017, to transfer the remaining Grant funds to the subject Grant.  To affect the transfer an Application SF-424 must be submitted by the County.  The USFS will then provide the required Modification document to formalize the transfer and acknowledge the $30,312.76 increase in the subject Grant.  These transferred funds are proposed to be used to fund construction on Transportation’s Country Club Heights Erosion Control Project (Capital Improvement Program Project 95191).

 

This Grant funding requires the County provide a one-to-one match.  Transportation will use California Tahoe Conservancy funds as the match to the Grant funds.

 

ALTERNATIVES

The Board could choose to not approve receipt of the remaining Grant funds per a Grant Modification.  This action would require Transportation to utilize other funding for the Country Club Heights Erosion Control Project.

CAO RECOMMENDATION

 It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

The proposed Grant Modification would have no impact to Net County Cost.  Modifying the USFS Grant to include remaining funds from the expired Grant will result in additional funding being made available for the Country Club Heights Erosion Control Project.
