Health and Human Services Agency, Community Services Division, recommending the Board:
1) Approve and authorize the Chair to sign funding Agreement 445-F1711 with Tahoe Coalition for the Homeless (Grantee), for their support to the operation of winter shelters in the County during the timeframe of November 15, 2016 and June 30, 2017, with a maximum funding amount of $4,496;
2) Find that the support provided by said Grantee of providing assistance to the operation of temporary winter shelters provides a valuable public service to the local community; and
3) Authorize the Chief Administrative Officer, or designee, to execute further documents relating to funding Agreement 445-F1711, including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve and authorize funding to support the operation of temporary winter shelters by Tahoe Coalition for the Homeless (Grantee), in the amount of $4,496. This agreement will establish the vehicle to pass through funding authorized by the Board of Supervisors to the provider, for the purpose of operating winter shelters in El Dorado County.
DISCUSSION / BACKGROUND:
On November 15, 2016, the Board of Supervisors accepted funding in the amount of $15,078 from California Department of Community Services and Development (File ID 16-0744, Agenda Item 11), for the operation of winter shelters in El Dorado County, resulting in this funding agreement with Tahoe Coalition for the Homeless to support temporary winter sheltering activities.
