DEPARTMENT RECOMMENDATION
Community Development Agency (CDA), Transportation Division (Transportation), recommending the Board approve and authorize the Chair to sign the First Amendment (Amendment I) to Agreement for Services 054-S1611 (Agreement) with Youngdahl Consulting Group, Inc. (Youngdahl), increasing the not-to-exceed amount by $300,000 for a total of $600,000, to perform on-call geotechnical and geological engineering support services in support of various Capital Improvement Program (CIP) projects, including those due to the storms of 2017 (emergency projects).

Transportation recommends the Board make findings in accordance with Section 3.13.030 of the County Ordinance that it is more economical and feasible to engage an independent contractor for these services because there are specialty skills required for the work performed under this Agreement that are not expressly identified in County classifications. Various CIP and emergency projects require geotechnical, geological, environmental and construction engineering skills, as well as complete geotechnical engineering and consultation, including field investigation. These skills are engineering specialties for which there are no County job classifications.
