DISCUSSION / BACKGROUND:

On November 4, 2016, the CAO Procurement and Contracts Division, on behalf of Health and Human Services Agency (HHSA), released Request for Qualifications No. 17-918-021 soliciting responses for Domestic Violence Shelter-Based Services as defined in the California Welfare and Institutions Code (WIC), Sections 18290 - 18309.8. Said RFQ indicated funding would be divided evenly between services on the West Slope of the County and the East Slope of the County. An insufficient number of responses was received as a result of the RFQ process; as a result, the RFQ was cancelled and re-released on January 11, 2017. Following an established deadline of January 27, 2016, two responses were received which met the requirements of the RFQ. These responses were evaluated by a panel of three - two members from the HHSA staff, and one representative from a community based organization with knowledge of the program. The evaluation panel’s average scores were 174 total points for Live Violence Free and 163.5 total points for The Center For Violence Free Relationships, out of a total of 200 points. Further, Live Violence Free provides services on the East Slope of the County, and The Center for Violence Free Relationships provides services on the West Slope of the County.

California Welfare and Institutions Code Sections 18290 - 18309.8, provides funding for Domestic Violence Shelter-Based Services described in said sections through the issuance of marriage license fees, pursuant to Section 26840 of the Government Code. Said section specifies funding shall be collected and disbursed using a Request for Qualifications (RFQ) process.

Domestic Violence Shelter-Based services identified in the WIC include emergency shelter for on a 24 hour a day basis, a crisis hotline, psychological and peer support counseling, referrals for existing services, advocacy, and emergency transportation for domestic violence victims.

ALTERNATIVES:

Should the Board decline to award RFQ No. 17-918-038 to The Center for Violence Free Relationships and Live Violence Free, Domestic Violence Shelter-Based Services as defined in the WIC would not be provided as a result of this RFQ process.
