Sheriff's Office recommending the Board consider the following:
1) Authorize the continuation of perpetual Agreement 875-S0911 with Keefe Commissary Network, LLC, an affiliate of The Keefe Group, for the term April 30, 2017 through April 29, 2018 to provide commissary services to the inmates housed in the Placerville and South Lake Tahoe Jails; and
2) Authorize the Purchasing Agent to increase the contract encumbrance as needed to accommodate inmates' purchases and to cover the service fee of 25% of adjusted gross sales.
FUNDING: Inmate Welfare Trust Account - No County Funds.

DEPARTMENT RECOMMENDATION
Approve continued use of the current contract for inmate commissary services.
DISCUSSION / BACKGROUND
In September 2009, the Board approved Agreement # 875-S0911 to obtain commissary services from Keefe. Keefe provides commissary services to both jails in the County, allowing inmates to purchase sundries and food items using their own funds which are held in the Inmate Welfare Trust Account.
The term of the agreement, as originally approved was from April 30, 2009 to April 29, 2014 with automatic renewals for successive one-year terms thereafter. Either party has the right to terminate the agreement by giving notice in writing to the other party 30 days prior to the expiration of any renewal term.
At this time, both parties want to continue this agreement for an additional one-year term. Estimated costs for the period are $300,000; however, the Sheriff's Office is requesting that the Board authorize the Purchasing agent to increase the contract encumbrance as necessary to cover all inmate purchases and the service fee.
Per BOS Policy C-17, the Board is being requested to approve this action since it is considered to be a perpetual contract.

FINANCIAL IMPACT
No Change to Net County Cost. No County funds are used to pay for these services. Jail inmates pay for the full cost of commissary services, including the management services provided by Keefe, who collects a service fee of 25% of the adjusted gross sales.
