DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board authorize the continuation and utilization of Agreement for Services 162-S1310 between Lancet Technology, Inc. and the County of El Dorado, to ensure ongoing collection of trauma data from Marshall Medical Center and Barton Healthcare, in accordance with California Code of Regulations, Title 22, Section 100257.   Further, HHSA recommending the Board make a finding that it is more economical and feasible to contract out for this service, in accordance with County ordinance 3.13.040.

 

DISCUSSION / BACKGROUND:

On June 14, 2016 (File ID 13-0674, Item 11) HHSA recommended the Board approve and authorize continuation of specified perpetual agreements, as well as approve and authorize the termination of specified perpetual agreements no longer needed by the Agency.  The Agreement for Services 162-S1310 with Lancet Technology, Inc., was erroneously included on the list of agreements to be terminated.  It was the belief by HHSA at the time that the services could continue on a Purchase Order, and did not require a service agreement.

 

Since that time, upon receipt of the current invoice for 2017, the error has been recognized and in order to continue working with this Contractor to provide services mandated under Title 22, HHSA is recommending the Board rescind the termination and approve continuation of said Agreement. 

 

The County has utilized Lancet Technology, Inc. for these services since 2012.  The original approved perpetual agreement allows for price increases up to 1.5% per year.

 

ALTERNATIVES:

The Board could decline to approve continuation of the perpetual Agreement for Services 162-S1310, which would necessitate development of a new agreement, thereby creating a gap in both services and data required for the Emergency Medical Services Agency reporting to the State.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT:

County Counsel and Risk Management approved the original Agreement.  Procurement and Contracts was consulted on this Board item.

 

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item.  Sufficient appropriations were included in the fiscal year 2016-17 budget, and will be included in future budgets for the term of the Agreement
