2) Authorize the Air Pollution Control Officer to execute project agreements with the current applicants for the amounts requested (up to $15,000 total), pending approval of County Counsel and Risk Management; and

3) Authorize the Air Pollution Control Officer to execute project agreements with future applicants for eligible proposals that result from subsequent releases of AB2766 EVSE Request for Proposals, up to a cumulative total of $175,000 during Fiscal Year 2017-18 and Fiscal Year 2018-19 (up to $5,000 per EVSE and a maximum of 10 EVSE per site agreement) contingent on the approval of County Counsel and Risk Management.

 

DISCUSSION / BACKGROUND

El Dorado County is in nonattainment for the federal ozone standard.  Motor vehicle emissions are the primary contributor to ozone.  In 1990, AB2766 authorized air districts to assess motor vehicle registration fees to reduce motor vehicle emissions and implement the California Clean Air Act. On December 11, 1990, the Board of Directors adopted Resolution #90-488 that set the motor vehicle registration fee at $2.00 per registered vehicle. On June 14, 2001, the Board of Directors adopted Resolution #01-21 increasing the fee from $2.00 to $4.00 per registered vehicle.  To date these funds have been awarded for the implementation of 82 motor vehicle emission reduction projects in the County and have funded the Drive Clean electric vehicle incentive program.

 

On 3/10/17, AQMD released a Request for Proposals (RFP) for EVSE projects to be implemented during 2017, and AQMD staff conducted outreach activities to make businesses aware of the funding opportunity.  Two (2) proposals were submitted. The proposals were evaluated for eligibility and cost effectiveness. Both proposed projects were determined to be eligible. Projects, with applicants and amounts requested are:

 

1) The Pub at Fair Play - 2 EVSE - estimated cost: $5,203.42 (agreement will fund actual final costs up to $10,000)

2) Saluti Cellars - 1 EVSE - estimated cost: $3,840.00 (agreement will fund actual final costs up to $5,000)

 

The Pub at Fair Play is proposing to install a pair of 32-amp level 2 EVSE on one pedestal in their parking lot in a location which is accessible to standard and ADA parking stalls.   The charger will be available for public use during business hours and the location is visited by approximately 500 to 700 vehicles monthly, with many being tourists from out of the immediate area. 

 

Saluti Cellars proposes to install one 32-amp level 2 EVSE in their tasting room parking lot in a location accessible to standard and ADA parking stalls.  The charger will be available for use by the public during tasting room hours, in addition to being available to guests at their B&B, weddings and other events.  Approximately 500 vehicles visit this location monthly, with many being from out of the area.

 

These locations are ideal for this funding opportunity, as both would provide a much-needed placement of EVSE in the south County as well as creating locations for tourists with electric cars to "top off" their vehicles while visiting and patronizing these businesses.  As more chargers become available in "destination locations" in the County, such as these, the opportunity for electric car owners in Sacramento and other areas to visit our County (and County businesses) increases.  In exchange for receiving EVSE funding, these businesses are agreeing to provide electricity free of charge to their customers for five years.

 

To solicit additional proposals and make funding available in a timely manner, AQMD plans to release addition RFPs for AB2766 funded EVSE projects with approximately 2 or 3 month proposal periods.  We request that the Board authorize the Air Pollution Control Officer to execute these future agreements, up to a cumulative total of $175,000 of awarded funding, which is the amount budgeted in the FY2017-18 budget for this program.  County Counsel and Risk Management would still review and approve any funding agreement. The FY 2017-18 budgeted funds will probably not be awarded in one fiscal year, so AQMD is requesting the ability to execute agreements in FY 2018-19 as well. The district will provide reports to the Board on the excuted agreements every fiscal year. 

 

ALTERNATIVES

The Board could decide to not award one or both of the proposed projects.  This alternative would require the AB2766 funds be allocated for other motor vehicle emission reduction activities.

 

Additionally, The Board could decide not to authorize the Air Pollution Control Officer to execute future agreements for the AB2766 EVSE RFPs, which would require that the District return to the Board for each potential EVSE funding amount based on received proposals.

CAO RECOMMENDATION

It is recommended that the Board approve this item with the reporting requirements.

 

FINANCIAL IMPACT

The total amount of AB2766 funds requested for the two proposed projects is a maximum of $15,000 (an estimated $9,043.42 will be the actual amount funded).  In the FY2017/18 budget, $175,000 of AB2766 funds were allocated for EVSE installation at County businesses.
