Title: Health and Human Services Agency recommending the Board: 1) Accept additional funding from First 5 El Dorado Children and Families Commission in the amount of $1,000,000; 2) Approve and authorize the Chair to sign the Amendment 1 to Contract 1617-73010 (County Agreement 066-F1711) that extends the termination date for a total term that began July 1, 2016 and now extends to June 30, 2021 and increases the maximum dollar amount to $1,187,500; 3) Approve and authorize the Chair to sign further amendments, if any, contingent upon approval by County Counsel and Risk Management; and 4) Authorize the Health and Human Services Assistant Director of Administration and Finance or the Chief Fiscal Officer to execute any fiscal and programmatic reports required for said Agreement and amendments. DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board accept the additional funding offered by First 5 El Dorado Children and Families Commission (First 5) that supports HHSA’s and First 5’s strategic plan goals of community hubs in various areas of the County for outreach to County families and with a focus on families with children ages 0 - 5.

 

DISCUSSION / BACKGROUND:

HHSA has been a partner to First 5 since FY 2004-2005 for the consistent focus of assisting families in the County with access to health insurance and health services for children ages 0-5 years.  In FY 2009-10 a second grant agreement was provided to assist families with access to oral health care for children ages 0-5 years.

 

In Fiscal Year 2016-2017, First 5 and HHSA partnered with other community stakeholders to create “Community Hubs.” The purpose of a “Community Hub” is to provide a central location in each district of the County for the various stakeholders to provide their specific outreach specialists in that location.  Families with children ages 0 - 5 can go to the central location in their district for help with access to health insurance and health services, literacy activities, and parenting support.

 

ALTERNATIVES:

The Board could choose to not accept the additional funding and the extension of the term of the Agreement to June 30, 2021.  By not accepting the funding or the term extension, HHSA will not be able to provide outreach for health insurance, health services, and oral health care to County families who have children ages 0 - 5 at the Community Hubs.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda Item.  Sufficient appropriations are included in Fiscal Year 2016-2017 Budget and will be included in future fiscal year budgets for the term of the Agreement.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the signature of the Chair on two (2) originals of Amendment 1 to Agreement 066-F1711.

2) Clerk of the Board to provide one certified Minute Order and both signed Amendments to HHSA Contracts Unit at 3057 Briw Road, Suite B, to obtain final signature from First 5.
