2) Approve and authorize the Chair to sign the 2018/19 Program Year Community Action Plan Cover Page and Certification for submittal with the 2018/19 Community Services Block Grant Community Action Plan to the California Department of Community Services and Development.

DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending approval of the 2018-2019 Community Services Block Grant (CSBG) Community Action Plan (CAP). HHSA also recommending that the Board authorize the Chair to sign the 2018-2019 Program Year Community Action Plan Cover Page and Certification (Cover Page).

 

The CAP defines an integrated service delivery system and is required by the state and federal governments for receipt of CSBG funds, which represent core funding for administration of the Agency’s low- income and adult services.  It also addresses goals, program activities, and outcome measures that closely reflect the ongoing activities of HHSA, which are approved through separate contract processes throughout the year.

 

DISCUSSION / BACKGROUND:

The Board of Supervisors is the governing board of the El Dorado County Community Action Agency (CAA), which provides services to low-income residents of the County.  HHSA is the County department designated to administer CAA programs and activities. Every two years, the California Department of Community Services and Development (CDCSD) requires all community action agencies to submit a CAP that functions as the planning document outlining proposed activities and also serves as an application for funding.

 

The County must submit the CAP to the CDCSD six months prior to the beginning of the next CSBG funding cycle that commences January 1, 2018.  The CAP defines an integrated service delivery system and is required by the state and federal governments for receipt of CSBG funds, which represent core funding for administration of the Agency’s low-income and adult services.  The CAP addresses goals, program activities, and outcome measures that closely reflect the ongoing activities of HHSA, which are approved through separate contract processes throughout the year.  The required Public Hearing was conducted on May 24, 2017, and the El Dorado County Community Action Council approved the 2018-2019 CAP at their regular meeting on that same date.

 

The Fiscal Year 2016-2017 CSBG CAP was approved by the Board on June 23, 2015 (File ID 13-0691, Item 25), and highlighted a wide range of programs administered by HHSA including: Workforce Investment Act Program, Housing Choice Voucher Program, Multi-Purpose Senior Services Program, Senior Nutrition (congregate and home-delivered meals), In-Home Supportive Services, Family Caregiver Support Services, You Are Not Alone, Adult Protective Services, Low-Income Home Energy Assistance Program, Supplemental Food Program for Women, Infants and Children, and Weatherization Program. 

 

The County of El Dorado has received this CSBG Grant Allocation since the early 1980s and this revenue source is expected to continue.

 

ALTERNATIVES:

There is no suitable alternative.  If the 2018-2019 CAP is not approved and submitted to CDCSD with the signed Cover Page, nearly $275,000 in annual revenue from the CSBG is in jeopardy of being forfeited.  The CSBG grant provides core funding of HHSA’s administration costs for low-income and adult services.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda Item.  However, it provides access to the annual CSBG grant that provides core funding of HHSA’s administration costs for low-income and adult services.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board to obtain the signature of the Chair on three (3) originals of the Cover Page.

2) Clerk of the Board to provide one certified Minute Order and two (2) signed originals of the Cover Page to HHSA Contracts Unit at 3057 Briw Road, Suite B.
