Health and Human Services Agency, recommending the Board:
1) Accept a grant application award in the amount of $5,000 from the Alzheimer’s Foundation of America;
2) Authorize use of the grant award to offer Adult Day Services scholarships to eligible clients; and
3) Delegate authority to Director of Health and Human to sign award agreement, if any, contingent on approval by County Counsel and Risk.

DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board accept this grant funding and authorize the subsequent use of the funds to offer scholarships to qualifying clients or potential clients of Adult Day Services.
DISCUSSION / BACKGROUND:
HHSA offers two Adult Day Services programs, one in Placerville and one in El Dorado Hills. Currently, there are 19 clients with a diagnosis of dementia or Alzheimer’s disease, all of whom have been enrolled in the program for over two years. Adult Day Services hopes the scholarships will allow families time to try the program and experience the support available, thereby increasing access for caregivers and clients in need as well as long term utilization of supportive services.
The Adult Day Services intends to issue ten (10) scholarships in the amount of $500 each to clients who meet a two part eligibility criteria. The first criterion is a verifiable diagnosis of dementia or Alzheimer’s, which is already the standard operating procedure for the Program. The second criterion will be to identify need based on income using an established criteria to determine which clients or potential clients qualify as low income.
HHSA will be required to provide the Alzheimer's Foundation of America with a programmatic progress report that includes the usage of grant funds on or before October 2, 2017.
Many of HHSA’s Senior programs are funded in part with General Fund. Therefore, HHSA continues to seek alternative funding, such as this grant funding, to assist with meeting specific needs within the programs. Adult Day Services hopes to increase attendance and client participation by offering these scholarships.
ALTERNATIVES:
Disapproval of this grant funding will result in an inability for HHSA to offer scholarships for the Adult Day Services program.

FINANCIAL IMPACT:
There is no Net County Cost associated with this revenue-generating Agreement. Any necessary budget adjustments will be included in the final FY 2017-18 Budget through the addenda process.
