DEPARTMENT RECOMMENDATION
Library Department recommending the Board approve Resolution 115-2017 establishing parking regulations in the El Dorado Hills Library parking lot.
Overnight parking will be prohibited between 9 pm and 6 am, and authorities may enforce the regulation by removal or towing of the vehicle at the owner’s expense, as provided by Vehicle Code section 22651(n). The loading and unloading of students during drop-off/pick up times on school days will also be prohibited. Signs will be posted to inform the public of these regulations.

DISCUSSION / BACKGROUND
Parking at the El Dorado Hills Library parking lot has become problematic as residents of the nearby housing development are using the library parking spaces to store their extra personal vehicles or work vehicles overnight or over extended periods of time, reducing the number of available parking spaces for library patrons. Unattended vehicles have been subject to vandalism and graffiti.

In addition, during the school year, the library parking lot is being used as an alternative off-site area for student drop-off and pick-up, resulting in a large volume of vehicles parking and driving through the parking lot creating unsafe conditions and traffic hazards, groups of unsupervised children loitering and congregating outside the library hampering access to the library entrance, and disruption to library services with library staff having to monitor vehicular traffic for parking control and safety.

ALTERNATIVES
Without the established regulations the library patron parking will continue to be reduced because of vehicles which are consistently parked in the lot.
