DISCUSSION / BACKGROUND
On October 22, 1991, the Board of Supervisors adopted F-4, Lowering of Flags, to establish the times and procedures for lowering the United States and County flags.
As part of Objective 2.2 of the Good Governance Goal in the Board-approved Strategic Plan, policies are undergoing review and update. The proposed revisions to the policy specify the time and manner in which the County will lower the United States flag to ensure the County complies with the United States Flag Code. The proposed Revisions to Policy F-4 were routed to department heads and Veteran's Services for review and comment, with changes incorporated into the recommended version.
Changes were also included for the lowering of the County flag to honor current employees and elected officials upon their death, as well as the death of a former employee who retired from El Dorado County. The revisions clarify the number of days the flag will fly at half-mast and include all current and past county employees and elected officials. The policy was also reformatted and restructured slightly to differentiate between the purpose, policy, and procedure sections.
Lastly, no sunset date was originally assigned to Policy F-4, but a sunset date for review of the policy has been identified as August 15, 2021, four years from the recommended approval date, in accordance with Policy A-1.
