DEPARTMENT RECOMMENDATION

Human Resources, Risk Management Division, recommending the Board approve proposed Operating Engineers, Local 3 (OE3) Health Trust rates for eligible County employees for the 2018 Plan Year. The OE3 labor organization offers health plans to their members in addition to what is offered by the County. The County contributes to those plans equal to what is contributed to the comparable County sponsored health plans. The OE3 Health Trust provided the County their plan rates after the initial employee benefits item was prepared for the Board's consideration.

DISCUSSION / BACKGROUND

This item is follow-up to and finalization of 2018 health plan rates for the OE3 Health Trust plans. On September 13, 2017, the Operating Engineers Local 3 (OE3) Health Trust provided the County with the plan rates for the plans offered through their organization.  The County then applied the County contribution per the applicable MOUs to create the published rate cards for employees.

On August 29, 2017, the Board approved the 2018 County health plans and corresponding rates, but the OE3 Health Trust rates were not yet available for review and approval. The County does not have any responsibility for the OE3 Health Trust health plan or programs, but the County needs to identify the rates and the County's contribution based on the Memorandum of Understanding with the OE3 bargaining units.
