DEPARTMENT RECOMMENDATION

Chief Administrative Office, Parks Division recommending the Board authorize the Purchasing Agent to sign Agreement 233-S1811 with Siller Helicopter Incorporated, in the amount not to exceed $300,000 to transport rock on the Rubicon Trail.

 

DISCUSSION / BACKGROUND

Maintenance activities to the Rubicon Trail change from year to year.  Annually the County does an assessment of the trail and routine maintenance projects are performed during the Rubicon season (usually May-October).  Last year, several areas were identified that require rock to be transported to areas of the trail. Because of the remote location of the trail, the rugged terrain, and the large quantities of the material needed to complete the maintenance, the services of a helicopter outfitted with equipment to move the material is neccessary. Staff has determined that this is the most cost-effective and efficient method to transport the materials to the locations needed. The Parks Division applied for a grant through the State Parks Off-Highway Motor Vehicle Division to fund this maintenance activity (Legistar item #17-1022) in the amount of $220,000 with a $80,000 County match (SMUD Cooperation Agreement funding). The project is anticipated to be completed in October 2017. 

 

Due to the recent fires in Northern California, the helicopters have been redirected to help with fire suppression efforts.  The Department is bringing forward a corrected contract to provide flexibility in the dates that the helicopter will transport the rock for the trail.  The goal is to transport the rock in October, however inclement weather could also impact the ability of the helicopter to fly.   If weather becomes a factor, this work may need to be delayed until the Spring of 2018.  Therfore the contract dates are being corrected to allow for a date range from October 2017 through June 2018.

 

ALTERNATIVES

The only alternative would be to move the rock by trailer using volunteers and the Murooka track-mounted dump truck.  This has proven to be more expensive and very difficult to get the amount of materials to the locations needed.

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

Funding is included in the FY 2017-18 budget.  The Division received a grant from State Parks Off Highway Motor Vehicle Division in the amount of $220,000 and $80,000 of SMUD funding will be utilized for the match to cover the full cost of this project.
