DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board approve Agreement for Services 188-S1811 to provide mentoring services in support of the “Mentoring for 3-18 Year Olds by Adults and Older Adults Prevention and Early Intervention (PEI) Project,” thus ensuring HHSA meets the requirements of the funding source. The Mental Health Services Act (MHSA) mandates that stakeholders are to be provided with the opportunity to provide input into the MHSA Plan development on topics such as community needs and funding allocations. During the community planning process for Fiscal Year (FY) 2016-17, one of the unmet needs identified by the public was mental health services for children under the age of five and their families who do not meet the specialty mental health criteria. To address those needs, the Project was incorporated into the MHSA plan under the PEI component, and included in the MHSA Plan for 2017-18 approved by the Board on June 20, 2017 (File ID: 17-0551; Item No. 33)

Due to the specialized nature of the services required under the Project, the provision of these services are more economically and feasibly performed by the Big Brothers Big Sisters of El Dorado County than through the County Ment...
