DEPARTMENT RECOMMENDATION: 

Health and Human Services Agency (HHSA) recommending the Board accept additional funding from the California Office of Emergency Services (Cal OES) in the amount of $198,040 to extend the County Victim Services Program identified in Funding Agreement No. 334-F1711 from July 1, 2016 through June 30, 2018 to December 31, 2019.

 

DISCUSSION / BACKGROUND:

On May 17, 2016, the Board authorized the submission of a grant application to the California Governor’s Office of Emergency Services for the County Victim Services Program for Fiscal Years 2016-17 and 2017-18, for an estimated grant amount of $272,638 (File ID:  16-0232, Agenda No. 16). The Board also delegated authority to the Director of Health and Human Services agency to accept the funding and execute the agreement, including any extension(s) or amendment(s) thereto, contingent upon County Counsel and Risk Management approval.

 

The County Victim Services Program funding is designated for the purpose of funding Court Appointed Special Advocates (CASA El Dorado) advocates for children who are currently unserved or underserved.  This funding is provided to CASA El Dorado through Agreement for Services No. 153-S1711. The County cannot utilize this funding for any other purpose.

 

On September 19, 2017, Cal OES approved Amendment No. 1 to the County Victim Services Program, for the purpose of adding an additional $198,040 to the total grant amount and to extend the grant period from June 30, 2018 to December 31, 2019; and in accordance with authority delegated by the Board on May 17, 2016, was executed by the Director of Health and Human Services.   However, in the Agenda item on May 17, 2016, the Board did not delegate authority to the Director of HHSA to accept additional funding; therefore HHSA now returns to the Board recommending acceptance of the additional funding, in accordance with Board Policy A-6.

 

ALTERNATIVES:

Should the Board decline to accept this additional funding, the funding will not be made available to the County nor will the County make additional funding available to CASA El Dorado to continue the County Victim Services Program beyond June 30, 2018.

CAO RECOMMENDATION:

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT:

The additional funding made available by Cal OES carries an additional match burden of $49,510. However, consistent with the terms and conditions of Agreement for Service No. 153-S1711 with CASA El Dorado, CASA will retain full responsibility for meeting the additional match burden. As a result, there is no Net County Cost, provided CASA performs in accordance with the terms and conditions of the aforementioned Agreement for Services.
