Fiscal Impact/Change to Net County Cost:  Action on this agenda item will not obligate the County to any costs; obligation would occur upon award of the construction project by the DOT.  However, approval of this item will authorize the DOT to move the project to completion.  The project will be paid 95% by the FAA grant with the 5% matching funds coming from the Georgetown Airport Enterprise Fund.  There is no net cost to the County General Fund associated with this agenda item.
 
Background:
The Georgetown Airport has a large open hole along the west side of runway 16-34 which needs to be filled to eliminate a hazardous condition.  The grant will allow the remediation work by clearing and removing the brush and filling the open hole, which is estimated to be 7,000 cubic yards.
 
The Grant Application was submitted in the amount of $155,500.  The current estimated construction cost is $123,500 and engineering is $32,000.  The construction cost amount will allow DOT to accept the grant and use the informal bid process for this project.  FAA will fund 95% or $147,725 of the estimated costs.  There is currently no state matching grant funds available therefore the resulting match of 5% or $7,775 for the County would come from the Georgetown Airport Enterprise Fund.  The Resolution acknowledges the signature on the grant application, authorizes the acceptance of the grant, and certifies the availability of the 5% match monies, however this action does not obligate the County to any costs.  Obligation would occur on project award to the lowest responsive, responsible bidder by the DOT through an informal bidding procedure.  Approval of this item will authorize the DOT to complete this process and construct the project.
 
Reason for Recommendation:
The FAA will provide grants for hazard removals and requested that the Airport submit the application for the grant.  Therefore DOT felt that it was necessary to move forward with the FAA's proposal and submit the grant application, as per Resolution 198-2008, to meet the time constraints of the FAA.   
 
Action to be taken following Board approval:
Board Clerk's office will forward an executed copy of the resolution to DOT (Airports) for its records.  The Director of Transportation shall accept the grant and use the informal bid process for this project, upon FAA and County Counsel approval.
