Title
Transportation Department recommending adoption of Resolution ratifying the signature of the Director of Transportation or his designee executing a grant application and assurances with the United States Department of Transportation, Federal Aviation Administration (FAA) for funding in the amount of $172,000 for remediation of a hazardous condition at the Georgetown Airport.
FUNDING:  FAA and Georgetown Airport Enterprise Fund.
Resolution 178-2009
Body

Fiscal Impact/Change to Net County Cost:  Action on this agenda item will not obligate the County to any costs; obligation would occur upon award.  There is no net cost to the County General Fund associated with this agenda item.

Background:
The Georgetown Airport has a large open hole along the west side of runway 16-34 which needs to be filled to eliminate a hazardous condition.  The grant will allow the Department of Transportation (DOT), Maintenance Division to perform the remediation work by clearing and removing the brush and filling the open hole, which is estimated to be 7,000 cubic yards.

The Grant Application was submitted in the amount of $172,000.  The current estimated project cost is $155,400 with anticipated FAA funding at 95% or $147,630.  There is currently no state matching grant funds available therefore the resulting match of $7,770 for the County would be from reserves in the Georgetown Airport Enterprise Fund.  The County is under no obligation for this project at this time until the County accepts the grant from the FAA.

Reason for Recommendation:
Due to the time constraints by the FAA on the bid process and black out dates for the Board it was necessary to apply for the grant prior to Board approval.  The FAA will provide grants for hazard removals and requested on the last week of June 2009 that the Airport submit the application for the grant.  Therefore DOT felt that it was necessary to move forward with the FAA's proposal and submit the grant application to meet the time constraints of the FAA.  The Board action and attached Resolution are required prior to the FAA's deadline of August 1st 2009 for final submittal for consideration of grant award.

Action to be taken following Board approval:
Board Clerk's office will forward an executed copy of the resolution to the Department of Transportation for its files and if Federal funding is approved the Department will return to your Board for grant acceptance.
