Fiscal Impact/Change to Net County Cost: The proposed increase in department fees is reflected in the FY 2006-2007 budget. There will be no change in Net County Cost in FY 2006/2007.

Recommendation: Department of Agriculture, Weights and Measures recommends the Board: 1) Conduct a duly noticed public hearing on December 5, 2006, in the Board Chambers on the proposed fee schedule for Agriculture, Weights and Measures; and 2) Approve and adopt the enclosed Resolution establishing Agriculture, Weights and Measures fees effective January 5, 2007, superseding Resolution Numbers 196-77, 300-94 and 237-99.

Reason for Recommendation: The Department of Agriculture, Weights and Measures provides a variety of services and is required to administer State mandated programs. State statutes also authorize for recovery of program costs through fees established by resolution of the Board of Supervisors. The department is requesting to increase the hourly fee charged for General Request for services/materials from $50.00 to $60.00 for Licensed Staff time and $25.00 to $35.00 for Support Staff time. In addition to this change the department requests to decrease the time associated with Hazardous Material Inventory from 2.0 hours to 1.25 hours per inspection.

The current Agricultural fees were updated in 1999; the Weights and Measures fees were updated in 1994. With the passage of Assembly Bill 889 (Ruskin) this past legislative session, the department’s current Weights ...
