Title

Supervisor Novasel and Supervisor Veerkamp recommending the Board appoint Don Ashton, Chief Administrative Officer, to serve as the County's Second Alternate, to the Tahoe Regional Planning Agency.

Body

Currently, Supervisor Novasel is the County’s representative to the Tahoe Regional Planning Agency (TRPA) and Supervisor Veerkamp serves as the Alternate.  TRPA has advised that the County should appoint a Second Alternate to ensure El Dorado County is represented in the event Supervisor Novasel and Supervisor Veerkamp are not available.  TRPA allows jurisdictions to appoint elected officials or appointed staff to serve as their representative.

As the Supervisor representing the unincorporated areas in South Lake Tahoe, Supervisor Novasel is knowledgeable of all issues impacting the Tahoe basin.  Supervisor Veerkamp participates in regular meetings with Supervisor Novasel and the Chief Administrative Officer and representatives from the City of South Lake Tahoe so he is familiar with issues that may be considered by the TRPA.

The Chief Administrative Officer is also familiar with issues unique to the Tahoe basin as he participates in ongoing discussions with the City of South Lake Tahoe, the monthly South Lake Tahoe CEO Roundtable meetings and as the County’s primary representative on the Bi-State Transportation Committee.  As a result, it is the County’s best interest to have the CAO serve as the Second Alternate in the event Supervisor Novasel or Supervisor Veerkamp are unable to attend any meetings with the TRPA Governing Board.
