Title: Transportation Department recommending the Board take the following actions related to the Northside Bicycle Path Project: (1) Adopt the California Environmental Quality Act (CEQA) Mitigated Negative Declaration and associated Mitigation Monitoring and Reporting Program; (2) Approve the project as described in the CEQA document; (3) Make Findings A-C as recommended in the Staff Report. Fiscal Impact/Change to Net County Cost: Approval of this Mitigated Negative Declaration will not directly result in any fiscal impacts. The project is funded through a combination of federal grant programs specific to bicycle facilities as well as Regional Surface Transportation Program funds.

Recommended Findings: The recommended actions are based on the following findings:
A. The CEQA document on file with the Clerk of the Board and on DOT website was prepared pursuant to Public Resources Code Sections 21000 et seq., and the CEQA Guidelines.
B. There is no substantial evidence that the project, as mitigated, will have a significant effect on the environment.
C. The Mitigated Negative Declaration (MND) for the Northside Bicycle Path Project reflects the lead agency’s independent judgment and analysis.

Background: The need for a bike and pedestrian facility linking the Northside School on SR-49 and the residential community of Auburn Lake Trails off SR-193 has long been recognized, particularly since the expansion of commercial use at the intersection of SR’s 49 and 193 in Cool.
