Background: In 1990, El Dorado and Alpine Counties entered into a written agreement whereby the sum of $150,000 of Alpine County's State Proposition 52 & 86 monies was transferred to El Dorado County to assist in the cost of the expansion of the South Lake Tahoe Jail. In return, Alpine County received a maximum of three (3) jail beds per day to house Alpine County's inmates. The agreement was to remain in effect until revoked by either party.
Over the years, a "gentleman's agreement" evolved for the ongoing use of the beds whereby Alpine County would assist El Dorado County by providing primary patrol response in the remote areas of the county that were contiguous to Alpine County (Hwy 88).
Reason for Recommendation: The original agreement only addressed the transfer of funds and resulting bed space. Over the years, it became evident that the agreement needed to be updated to clairfy liability questions and address topics such as inmate medical costs, indemnification and insurance issues, capacity releases, transportation and court issues and a variety of day-to-day situations that arise in the jail. With the assistance of County Counsel from both Counties, a new 8 page agreement is replacing the original two (2) paragraph document.
