RECOMMENDED ACTION:  The Planning Commission recommending the Board take the following actions:  1.  Certify that the project is categorically exempt from CEQA pursuant to Section 15317; and 2. Approve Williamson Act Contract WAC08-0001 establishing a new agricultural preserve on Assessor's Parcel Number 093-032-86, based on the findings listed on Attachment 1.
 
Background: This application was initially brought to the Planning Commission on September 11, 2008, but was continued off-calendar due to a Code Compliance investigation.  Staff prepared a memo to the Planning Commission dated October 16, 2008, stating that the Code Compliance case had been resolved to the satisfaction of Planning Services and Code Compliance.  The Planning Commission considered the application on November 13, 2008, and unanimously recommended approval.
