RECOMMENDED ACTION: Approve.
FUNDING: Grant Funding from Air Resources Board in the amount of $198,000 with remaining funding, $397,344.75 coming from the Department of Transportation's road fund (Non-General Fund).

REASON FOR RECOMMENDATION: At the request of the Department of Transportation, the Procurement and Contracts division issued an Invitation to Bid for Motor Graders to replace older graders that are not in compliance with air resources board diesel particulate standards. Forty eight (48) invitations to bid were mailed, one to a local vendor. Two (2) qualified responses were received, none by a local vendor. An evaluation spreadsheet is attached for your review.
The purchase of these motor graders is part of DOT's effort to "green the fleet" bringing our equipment fleet into compliance with new Federal and State air quality regulations. Full compliance with these regulations is estimated to cost the County approximately $3.7 million over the next 10 years and is considered an "unfunded mandate". DOT has budgeted approximately $2 million in FY 2008-09 to perform diesel engine retrofits and equipment replacements. Of this amount, approximately $700,000 is being funded with Road Fund discretionary sources to match approximately $1.3 million of grant funding.
