Fiscal Impact: Funding for this contract is available in the Department’s FY 2008-09 budget. There is no Change to Net County Cost.

Reason for Recommendation: In September, 1999 the Board approved Agreement 269-S9911 with Computer Works, Inc. to provide software licenses and maintenance for an electronic health records system known as InterTrac.

This system is essential for the continued creation of medical records for clients and for the purpose of tracking time expended in support of clients. This data is subsequently transferred to the Department’s new AVATAR billing software and sent to the State in order to receive Medi-Cal reimbursement.

Through its participation in the California Regional Mental Health System Coalition (JPA), the Department is attempting to rollout medical records software, the Clinical Work Station (CWS) application, also part of the AVATAR system. The Department has experienced several delays in the implementation of the CWS component of the AVATAR system making it essential that the Inter Trac system be maintained to allow for continued billings to Medi-Cal and for health records management and mandatory tracking of certain client information.
