Fiscal Impact/Change to Net County Cost: No change. The Agreement is funded by Federal and State dollars with required County match met primarily with realignment resources. Funds are budgeted for FY 2008-09 and will be included in the Department’s FY 2009-10 and 2010-11 budget requests.

Reason for Recommendation: Amendment I to Agreement 052-S0911 adds provision of parenting education classes to the scope and compensation articles of the Agreement, which originally allowed for provision of therapeutic counseling and other related services on an as-requested basis for clients of the Department of Human Services (DHS). Parenting education services are a successful tool for promoting reunification of families served by DHS. Contracting out to local vendors continues to be the most efficient and cost effective method of delivering these services to eligible DHS clients. Most services are court ordered and the vendor is paid on an actual cost basis. The “Notice to Parties” was also amended to reflect a change in the format. The July 1, 2008 through June 30, 2011 term of the Agreement remains unchanged, and the maximum compensation amount also remains unchanged at $150,000.00 for the three (3) year term.
