Background: The Development Services Department (DSD) and Tahoe Regional Planning Agency (TRPA) staffs have discussed operations of DSD South Lake Tahoe (SLT) office and recommend a temporary suspension of TRPA Memorandum of Understanding (MOU) Appendix JJ.
TRPA MOU Appendix JJ was entered into on September 12, 2000 and authorized the County to review, permit, and enforce a range of activities such as multi-person dwellings, various transfers, "banking," and other permits. (See Attachment A: MOU Appendix JJ, Items 12a through 12q.)
The purpose of this temporary suspension is to place the permit responsibility for certain uncommon activities with the staff that has the most experience. The TRPA staff currently has the most experience with these activities. DSD estimates that after approximately one year of training and experience, El Dorado County DSD staff will be capable of handling these activities and the MOU suspension can expire.
DSD and TRPA staffs recommend the suspension begin on March 1, 2009 and continue to June 30, 2010. This time-frame is mutually acceptable and should allow for adequate training.
In addition, DSD and TRPA will support a press release to explain the impact of this action and reiterate that regular building permits will still be processed by DSD. The press release will emphasize DSD's new office hours in SLT and its commitment to serving the SLT community.
Recommendation:
1. Suspend TRPA MOU Appendix JJ from March 1, 2009 to June 30, 2010.
