Background: On Monday, February 23, 2009, the Board directed the CAO to: "return on March 3rd with resolutions for mandated temporary layoffs specific to deparments as outlined in Attachment B".  The proposed resolution does not include all departments listed in the Attachment B to the original item.  The attachment included departments that had met their savings targets but who were opting to participate in the mandatory temporary layoff program to achieve further savings for the County.  The departments listed in the proposed resolution include only those who have determined that participation in the mandatory temporary layoff program is necessary in order to meet their mid-year savings targets.  
 
Reason for Recommendation:  As a result of declining revenues and State reimbursement deferrals, the County faces serious economic hardships, necessitating reductions in expenditures.  A mandatory temporary layoff will produce savings through a reduction in employees' hours worked.  Employees who have already reduced time through the VTO program will receive full credit toward the temporary layoff.  
 
Human Resources is in the process of completing meet and confer meetings with all unions regarding these programs.
 
Action to be taken following Board approval:  Forward a copy of the signed resolutions to Human Resources for implementation.
