DEPARTMENT RECOMMENDATION:
Health and Human Services Agency (HHSA) recommending the Board accept the attached report from Dr. Williams regarding the successful continuation of public health lab services following the closure of the County’s Public Health Laboratory in May 2017.

DISCUSSION / BACKGROUND:
On March 21, 2017 (File ID 17-0241), HHSA recommended the Board consider a reduction, elimination, and/or transfer of management of Public Health Laboratory services in fiscal year (FY) 2016-17. At that time, the Board authorized the HHSA Director to negotiate and execute an agreement with Sacramento County for the provision of Public Health Laboratory services, to ensure availability of services in accordance with Health and Safety Code Section 101150.

The County’s Public Health Laboratory services ended in May 2017 and an agreement with Sacramento County was executed by the HHSA Director for the provision of Public Health Laboratory services.

Since then, various non-mandated tests (i.e., water, blood-lead, influenza, etc.) are being performed by other private and public laboratories. Mandated public health laboratory testing on specimens continues to be successfully and efficiently provided through HHSA’s agreement with the Sacramento County Public Health Laboratory. HHSA is working on renewing the existing agreement with Sacramento County that expires June 30, 2018.

HHSA is pleased to inform the Board that all mandatory public health laboratory services are being fulfilled at less cost than when the County’s Public Health Lab was open.
