Community Development Services, Department of Transportation, recommending the Board consider the following pertaining to the Country Club Heights Erosion Control Project, Contract PW 17-31166, CIP 95191, P&C 2532:

1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and

2) Authorize advertisement for construction bids.

DEPARTMENT RECOMMENDATION

Community Development Services (CDS), Department of Transportation (Transportation), recommending the Board consider the following pertaining to the Country Club Heights Erosion Control Project (Project), Contract PW 17-31166, Capital Improvement Program (CIP) 95191, P&C 2532:

1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and,

2) Authorize advertisement for construction bids.

 

The Project is included in Transportation’s 2017 CIP approved by the Board on June 27, 2017 (Item 25).

 

DISCUSSION / BACKGROUND

The Project consists of completing erosion control work and significant improvements to existing storm drainage systems in the Country Club Heights subdivision.  The Project is part of an ongoing effort to retrofit County rights-of-way within the Lake Tahoe Basin with drainage improvements that will reduce the amount of sediment that reaches Lake Tahoe.  This Project will help restore Lake Tahoe’s clarity in accordance with the Tahoe Regional Planning Agency’s Environmental Improvement Program.

 

The Project was previously put out to bid in 2017, but was rejected by the Board on August 15, 2017 (Item 33) due to the one (1) bid received exceeding the direct construction budget.  Additional funding from the United States Forest Service (USFS) and California Tahoe Conservancy (CTC) has been received since that time.

 

A Mitigated Negative Declaration for the Project was adopted by the Board on April 18, 2017 (Item 16), in accordance with the California Environmental Quality Act.

 

Upon Board approval, Transportation will proceed with the bid process and return to the Board for consideration to award the construction contract, pursuant to Transportation’s recommendation.  Transportation anticipates scheduling the construction contract award for the May 8, 2018 Board meeting.

 

ALTERNATIVES

1) Do not approve the Contract Documents.  Transportation will make any changes requested by the Board and return at a later date. This could increase the cost of the Project and would delay the delivery schedule.

2) Do not authorize advertisement for bids.  Transportation will make any changes requested by the Board and return at a later date. This could increase the cost of the Project and would delay the delivery schedule.

3) Cancel the Project.  Transportation would be required to return all USFS grant funds spent to date.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management have reviewed and approved the Contract Documents.

 

CAO RECOMMENDATION / COMMENTS

It is recommended that the Board approve this item. 

 

FINANCIAL IMPACT

There is no Net County Cost associated with this item.  The Board will not obligate the County with the current requested action.  The obligation will result from the subsequent action of awarding the bid.  The total estimated cost for the Project’s construction phase is $911,580, which includes construction items of work, construction management, inspection, materials testing, supplemental costs, and contingencies.

 

The estimated construction cost is included in the Project budget, which is funded by USFS and CTC grant funds.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on the Construction Plan cover sheet for the Project.

2) The Clerk of the Board will forward the original signed Construction Plan cover sheet to John Kahling, CDS Transportation, Headington Engineering.
