Library Department recommending the Board:
1) Accept a donation of $156,882.20 from the El Dorado Community Foundation distributing the funds from the Jean T. and Stephen D. Myers Myers Trust to be used for operations and enhancements of the South Lake Tahoe Library;
2) Authorize the establishment of the "SLT Myers Library Trust" Special Revenue Fund, Index/Org Code 4370708, Fund 12-1243-12430308 to maintain the funds for future use;
3) Approve budget transfer adding $25,800 in revenue and expenses to the Fiscal Year 2017-18 budget for the South Lake Tahoe Library; and
4) Adopt and authorize the Chair to sign Resolution 049-2018 to amend Personnel Allocation Resolution 109-2017 adding a 0.6 FTE Library Assistant I/II. (4/5 Vote required to approve Budget Transfer)

DEPARTMENT RECOMMENDATION
Library Department recommends that the Board accept a donation of $156,882 from the El Dorado Community Foundation to be placed in a new Special Revenue Fund for the exclusive use of the South Lake Tahoe Library; approve a budget transfer bringing $25,800 from the Special Revenue Fund in to the FY 2017-18 budget; and amend the Personnel Allocation Resolution to add a 0.6 FTE Library Assistant I/II to increase hours and services. (4/5 Vote required to approve budget transfer)
DISCUSSION / BACKGROUND
Jean T. and Stephen D. Myers established a charitable remainder trust in 1998 to ensure their support of the South Lake Tahoe Library with an annual contribution. The trust is now administered by the El Dorado Community Foundation, and the first annual distribution is $156,882.20 for 2018. The Library is requesting a change to the personnel allocation adding a 0.6 FTE Library Assistant I/II to the Library, and approval of a budget transfer of $25,800 to hire staff, purchase additional library materials and improve services in FY 2017-18.
