Health and Human Services Agency (HHSA), recommending the Board:
1) Award Request for Proposals (RFP) 18-952-040, to the successful proposer, Social Entrepreneurs, Inc., to conduct an Oral Health Needs Assessment and provide consulting services to assist HHSA in implementing a Local Oral Health Program for the residents of El Dorado County;
2) Authorize HHSA to negotiate an Agreement for Services with Social Entrepreneurs, Inc., with a total not-to-exceed amount of $110,000 and a term effective on execution through June 30, 2019;
3) Authorize the Purchasing Agent to execute said Agreement for Services, contingent upon approval by County Counsel and Risk Management; and
4) Authorize the Purchasing Agent, or designee, to execute any amendments relating to the Agreement developed in association with RFP 18-952-040, which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management. DEPARTMENT RECOMMENDATION
Health and Human Services Agency (HHSA) recommending the Board award Request for Proposals (RFP) No. 18-952-040, to Social Entrepreneurs, Inc., to conduct an Oral Health Needs Assessment and provide consulting services to assist HHSA in implementing a Local Oral Health Program. Additionally, HHSA recommends the Board authorize HHSA to negotiate an agreement with the selected proposer for an agreement with a total not-to-exceed amount of $110,000. Finally, HHSA is recommending the Board authorize the Purchasing Agent to execute the resulting Agreement, contingent upon approval by County Counsel and Risk Management.
DISCUSSION / BACKGROUND
On February 13, 2018, the Procurement and Contracts Division, on behalf of the Health and Human Services Agency (HHSA), released a Request for Proposals (RFP), No. 18-952-040, soliciting a consultant to conduct an Oral Health Needs Assessment and provide related consulting services to assist HHSA in implementing a Local Oral Health Program for the residents of El Dorado County. The result of the RFP process was the receipt of only one eligible proposal, the proposal from Social Entrepreneurs, Inc.
Social Entrepreneurs, Inc. (SEI) has completed over 40 needs assessment projects related to social services provision, public health, and education. SEI has worked with the El Dorado Children and Families Commission, contributing to strategic planning efforts for First 5 El Dorado, where it is currently engaged in assisting with program evaluation. SEI has also previously conducted needs assessments and assisted in the development of strategic plans in Amador, Alameda, Butte, Colusa, Glenn, and Lassen counties.
HHSA must produce an Oral Health Needs Assessment and develop a responsive plan of action, as a condition of the California Department of Public Health’s Local Oral Health Program grant funding. The Board previously authorized HHSA to apply for and accept funding for this grant, if awarded, on November 14, 2017 (Item No. 17-1193; Agenda No. 10). HHSA entered into a Grant Agreement for these funds on January 29, 2018.
ALTERNATIVES
Should the Board decline to award RFP No. 18-952-040, an Oral Health Needs Assessment and other consulting services will not be provided as a result of this RFP.

FINANCIAL IMPACT
There is no Net County Cost associated with this Agenda Item. Services will be funded through Local Oral Health Program grant funds; the Local Oral Health Program grant requires no matching contribution in County funds.
