DEPARTMENT RECOMMENDATION
Community Development Services, Department of Transportation (Transportation), recommending the Board approve and authorize the Chair to sign the Memorandum of Understanding (MOU) with the City of Folsom to define the roles and responsibilities of each agency for the construction and maintenance of improvements, specifically widening, to Green Valley Road between Sophia Parkway in El Dorado Hills and Natoma Street in Folsom.
DISCUSSION / BACKGROUND
The City of Folsom has received federal grant funding to widen Green Valley Road from two to four lanes, between Sophia Parkway in El Dorado Hills and East Natoma Street in Folsom. Folsom has taken the lead in developing and funding the project and anticipates going to construction this year. As a portion of the project falls within El Dorado County the MOU is necessary to define the roles and responsibilities of each agency. In this case, Folsom will fund and manage the construction of the project and El Dorado County will assume maintenance responsibilities within the County limits.
The project is anticipated to relieve congestion in the corridor; therefore, Transportation staff believes the project will be a benefit to the County.
ALTERNATIVES
Should the Board choose not to enter into the MOU with the City of Folsom, the City of Folsom would be required to either maintain the El Dorado County portion of the project or modify their design to conform their widening back to two lanes at the County line, keeping a "bottleneck" in the roadway, and eliminating the key benefits of the project.

FINANCIAL IMPACT
The ongoing maintenance obligation is estimated to be less than $1,000 per year and will be included in the annual Road Fund maintenance budget.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair’s signature on three (3) originals of the MOU with the City of Folsom.
2) The Clerk of the Board will forward three (3) partially executed originals to Transportation, Attn: Julie Millard, for final processing with the City of Folsom.
DEPARTMENT FOLLOW UP ACTIONS
Upon receipt of the fully executed MOU from the City of Folsom, Transportation will forward one (1) fully executed original of the MOU to the Board for its files.
