1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and

2) Authorize advertisement for construction bids.

DEPARTMENT RECOMMENDATION

Community Development Services, Department of Transportation (Transportation), recommending the Board consider the following pertaining to the re-bid of the Silva Valley Parkway Class 1 and 2 Bike Lanes (Harvard to Green Valley) Project (Project), PW 17-31203, CIP 72310, Contract 2749:

1) Approve and adopt the Plans and Contract Documents and authorize the Chair to sign the Plans; and

2) Authorize advertisement for construction bids (the total estimated cost for the construction phase of the Project is $2,121,284).

 

The Project is budgeted in Transportation’s 2017 CIP, which was adopted by the Board on June 27, 2017 (Item 25), with a direct construction budget of $1,514,000.  The 2017 CIP construction budget was based on cost estimates derived from 2017 first quarter average cost data.  Since that time, the cost estimate was updated to reflect current construction cost data and the upcoming 2018 CIP will include these updated costs for a total direct construction cost of $2,121,284.

 

DISCUSSION / BACKGROUND

The purpose of this Project is to add Class 1 and 2 Bike Lanes on Silva Valley Parkway between Harvard Road and Green Valley Road for safer bike and pedestrian access.  This is the re-bid of Silva Valley Parkway Class 1 and 2 Bike Lanes (Harvard to Green Valley) previously PW 15-31109, CIP 72310, P&C 004-C1699.  The Project was previously bid in June 2017 with only two bids received.  The Board rejected all bids on July 18, 2017 (Item 24) because the amounts bid exceeded the construction budget allocated.  To address the high bids received in June 2017, Transportation has revised the Project into a Base Bid (Schedule A) and Additive Alternative Bid (Schedule B), revised the bid item prices to reflect recent bids, and secured additional Congestion Mitigation and Air Quality Program (CMAQ) funding from the California Transportation Commission (CTC).

 

The Project will be bid as a Base Bid (Schedule A) and Additive Alternative Bid (Schedule B) in accordance with the Proposal and Special Provisions.

 

Base Bid (Schedule A) work to be performed includes paving approximately 5,800 linear feet concrete and asphalt paved Class 1 bike path east of Silva Valley Parkway, from Harvard Way to Appian Way.  The construction of the Class 1 bike path includes construction of a retaining wall, drainage facilities, rock slope protection, erosion control, signing and striping.  Base Bid (Schedule A) also includes minor roadway widening, slurry seal and restriping to provide a Class 2 bike lane along southbound and northbound Silva Valley Parkway from Green Valley Road to Appian Way (approximately 5,000 linear feet).

 

Additive Alternative Bid (Schedule B) work to be performed includes slurry seal, signing and restriping to provide a Class 2 bike lane along southbound Silva Valley Parkway from Appian Way to Harvard Way (approximately 5,800 linear feet).

 

Transportation anticipates the need to close Silva Valley Parkway between Harvard Way and Appian Way for a maximum period of 36 consecutive hours over one weekend (Saturday and Sunday).  This road closure is required to install slurry seal on Silva Valley Parkway.  The option to fully close this section of Silva Valley Parkway will be at the discretion of the Contractor.  The Contractor will not be allowed to fully close Silva Valley Parkway between Appian Way and Green Valley Road due to the lack of a reasonable detour.

 

Detour notifications will be posted a minimum of one week in advance of the closure.  Access for local residents and visitors, as well as emergency personnel and law enforcement will be through a detour utilizing Harvard Way, El Dorado Hills Boulevard, and Green Valley Road.  Transportation will notify the public of this road closure via the County website, a press release and changeable message signs at the site.  A Special Event Permit for the road closure authorization was signed by the Director of Transportation on February 15, 2018 under authority of Ordinance 5048, which was passed and adopted by the Board on March 28, 2017 (Item 25).

 

An Initial Study/Mitigated Negative Declaration for the Project, in accordance with the California Environmental Quality Act, was adopted by the Board on September 15, 2015 (Item 21).  A California Department of Transportation (Caltrans) National Environmental Protection Act Categorical Exemption/Categorical Exclusion Determination was issued on September 30, 2015.

 

All required environmental permits have been obtained for the Project and no right of way has been acquired for the Project.

 

Transportation has received federal funding authorization for this Project. 

 

As a federally funded Project, the Contract Documents incorporate the current Caltrans Disadvantaged Business Enterprise (DBE) requirements.  The DBE goal is 13%.

 

ALTERNATIVES

1) Do not approve the Contract Documents.  Transportation will make any changes requested by the Board and return at a later date.

2) Do not authorize advertisement for construction bids.  Transportation will make any changes requested by the Board and return at a later date.

3) Cancel the Project.  Canceling the Project may include the consequence of reimbursing all federal funding received to date.

 

OTHER DEPARTMENT / AGENCY INVOLVEMENT

County Counsel and Risk Management approval is pending for the Plans and Contract Documents.

 

CAO RECOMMENDATION

It is recommended that the Board approve this item.

 

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item.  The Board will not obligate the County with the current requested action.  The obligation will result from the subsequent action of awarding the bid.  The total estimated cost for Project construction is $2,121,284, which includes construction items of work, construction management, inspection, materials testing, and contingencies.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk will obtain the Chair's signature on the construction Plans for the Project.

2) The Clerk will forward the original signed Plan set to John Kahling, Transportation, Headington Engineering.
