Sheriff’s Office recommends signing Exhibits A & B to the Cooperative Law Enforcement Agreement 18-LE-11051360-002 to provide funding for the Sheriff’s patrol services, and for detection of locations and activities related to the illegal production and trafficking of controlled substances.
DISCUSSION / BACKGROUND
The Cooperative Law Enforcement Agreement between the El Dorado County Sheriff and the United States Forest Service (USFS) outlines the general parameters of the working relationship between the two agencies for the enforcement of state and local laws. Amendments are typically made in the form of Exhibits A, for patrol services, and B, for controlled substance operations, on an annual basis depending on the amount of funding available from the USFS.
On November 7, 2017, the Board approved a new Cooperative Law Enforcement Agreement, 18-LE-11051360-002, between the El Dorado County Sheriff’s Office, the United States Department of Agriculture, US Forest Service Eldorado National Forest, and the US Forest Service Lake Tahoe Basin Management Unit for the enforcement of State and local laws related to the administration and regulation of National Forest Service (NFS) lands, for the term October 1, 2017 to September 30, 2022.
The Annual Financial and Operating Plan referenced in the Agreement as Exhibits A & B for patrolling on NFS lands and for controlled substances investigation for Federal Fiscal Year 2018 are now being submitted to the Board for signature.
The Sheriff’s Office received the Exhibits A & B from the USFS in February 2018. Although the term of the Agreement is effective beginning on October 1, 2017, this is not a retroactive contract for services, since services typically do not begin until June.
Approval of this recommendation will allow the Sheriff’s Office to be reimbursed for services provided in accordance with both Exhibits upon approval by your Board through September 30, 2018. Specifically, patrol services provided during this period will be reimbursed in the total amount of $12,000 and narcotics enforcement services will be reimbursed in the amount of $25,000.
