Fiscal Impact/Change to Net County Cost: This grant will provide funding to cover costs associated with one Deputy Probation Officer II for two years. The grant revenue and associated position have not yet been factored into the FY 2009-10 budget pending Board Approval and Grant Acceptance.

Background: Justice Assistance Grants are a funding source that blends the previous Edward Byrne formula and Local Law Enforcement Block Grant Programs (LLEBG) to provide agencies with the flexibility to prioritize and place justice funds where they are needed most. Funds must be used to supplement existing funds and cannot replace, or supplant, non-federal funds appropriated for the same purpose.

The 2009 Justice Assistance Grant solicitation of $153,888 is greatly increased over that received in previous years due to the Recovery Act of 2009 (Stimulus). In prior years the County has received between $12K and $30K which has provided technology programs in the District Attorney's office and has been used to offset costs associated with outstanding warrant efforts in the District Attorney, Probation and Sheriff's offices.

Reason for Recommendation: The Chief Administrative Office contacted staff in the Sheriff's Department, Probation and the District Attorney's office to determine how best to utilize these grant funds.
