Background
The Building Industry Advisory Committee (BIAC) is appointed by the Board of Supervisors and was established to make recommendations to the Development Services Division and the Board regarding code interpretations, inspections, procedures, new construction techniques, product review, new codes, revised fees and other items of industry concern.
On February 5, 2008 the Board adopted Resolution 25-2008 creating guidelines for selection of committee members for the BIAC and setting forth their duties and responsibilities, and subsequently appointing agency members and alternates with “at large” appointments to occur at a later date.
On October 12, 2010 the Board adopted Resolution 164-2010 superceding Resolution 25-2008 establishing the membership and set forth the responsibilities of the BIAC.
At its March 27, 2013 meeting, the BIAC considered removing the North State Building Industry Association and Sacramento Builders Exchange due to limited attendance over the last 3 years (2011-2013). During that 3-year period, North State Building Industry Association attended 3 out of 16 meetings, and Sacramento Builders Exchange attended none. Afer deliberations, the BIAC made an independent motion to forward a recommendation to the Board for the removal of the North State Building Industry Association and Sacramento Builders Exchange from the BIAC membership.
