Human Resources Department, Risk Management Division, recommending the Board approve the following:
1) Award Request for Proposal 18-918-052 to the successful proposer, York Risk Services Group, Inc., for administration of the County self-insured Workers’ Compensation (WC) Claim Administration Program;
2) Authorize Risk Management to negotiate a three (3) year agreement with York, for an amount not to exceed $693,006;
3) Authorize the Purchasing Agent to execute said agreement, contingent upon Counsel and Risk Management review and approval and minor revisions; and
4) Authorize the Purchasing Agent to execute any amendments which do not increase the maximum obligation or term of the agreement.

5) Make findings that it is more feasible and economical to engage an outside contractor for the provision of workers’ compensation third-party administration program services including utilization review, bill review and case management in accordance with Ordinance 3.13.040.
DISCUSSION / BACKGROUND
The County of El Dorado Office of Procurement and Contracts, through its Human Resources Department, Risk Management Division, issued a request for proposals from qualified third-party administrators (TPA) for administration of the County self-insured Workers’ Compensation (WC) Claim Administration Program including Utilization Review, Bill Review and Case Management. The goal of the request for proposals was to identify a vendor with a proactive organized system of service delivery designed to coordinate the medical and financial needs of injured workers in a timely, cost effective, and efficient manner, focusing on quality care and early return-to-work. The County received nine qualified responses, three moved on to finalist interviews, and the successful proposer is being brought before the Board for approval.

The Board could choose not to approve any of the items herein and/or direct the Human Resources Department, Risk Management Division, to make revisions to any of the documents herein.

FINANCIAL IMPACT
Costs for the Workers' Compensation program are budgeted for the current fiscal year and will be included in the budget for FY 2018-19. Costs are recouped through charges to County departments, through a Risk Management Internal Service Fund. The estimated costs are as follows:
